Turkiye has introduced updated procedures for real estate valuation reports used in foreign property transactions and citizenship applications, giving investors greater flexibility in selecting valuation firms while extending the validity period of the Amount Determination Certificate (TTB) and updating requirements for properties held by real estate investment trusts.

Turkiye’s Land Registry and Cadastre General Directorate (TKGM) announced an update to the rules governing valuation reports used in real estate acquisitions by foreigners and certain related transactions on September 29, 2026. The changes follow an update to the relevant regulatory framework dated September 28, 2026.

The revised framework affects how valuation reports are obtained for citizenship-related property transactions, how long the resulting TTB remains valid, and how properties owned by real estate investment trusts (GYO/REITs) are handled.

Valuation Reports Can Now Be Obtained from SPK-Authorized Firms

One of the key changes concerns the valuation company used to prepare the report supporting the TTB.

Official Your Key Türkiye guidance states that the TTB is based on a real estate valuation report prepared by a valuation company authorized by the Capital Markets Board of Türkiye (SPK). The valuation report request for citizenship purposes is submitted through the WebTapu/TADEBİS system.

This represents a change from the previous arrangement under which GEDAŞ was responsible for preparing the valuation report used as the basis for the TTB.

The TTB is then prepared through the TADEBİS system and transmitted to the TAKBİS/WebTapu system. Physical submission of a TTB is not accepted under the stated procedure.

TTB Validity Extended to 12 Months

Another important update concerns the validity period of the TTB.

According to the official guidance, the period between the date of the TTB and the application for the citizenship-related land registry transaction must not exceed 12 months. Where a TTB exceeds this period, the valuation report on which it is based must be renewed.

The extension provides a longer validity period for investors completing the steps required for their citizenship-related property transaction.

Updated Rules for GYO and REIT Properties

The revised procedures also address properties sold by real estate investment trusts, known in Turkiye as GYO.

From September 28, 2026, where a GYO sells or enters into a sale promise for property to a foreign buyer for citizenship purposes, the GYO may provide a valuation report that was prepared before the title deed transaction in accordance with the applicable legislation, published through the Public Disclosure Platform (KAP), and contains the value of the relevant independent unit.

Alternatively, a new valuation report forming the basis of the TTB can be requested through WebTapu/TADEBİS.

Where an existing GYO valuation report is submitted, the matter may be referred to the Foreign Affairs Department of the General Directorate for review, with the transaction proceeding according to the response received.

How Property Value Is Confirmed for Citizenship

The updated official guidance continues to require the relevant investment amount to meet the applicable citizenship threshold.

For the real estate route, the official Your Key Turkiye guidance states that the value of the property must be at least 400,000 دولار أمريكي. It also explains that the relevant sale price or sale-promise amount and the total amount of transfers or payments must satisfy the applicable threshold and be confirmed through the TTB.

The land registry authorities check the values declared in the foreign currency purchase certificate, official deed, or preliminary sales contract, and relevant payment documentation against the TTB.

What the Updated Rules Mean for Investors

The latest changes provide greater flexibility in obtaining valuation reports by allowing the process to be based on reports prepared by SPK-authorized valuation companies.

The extension of the TTB validity period to 12 months also gives investors a longer period to complete the relevant citizenship-related transaction after the certificate is issued.

Meanwhile, the updated GYO provisions clarify how valuation reports for properties sold by real estate investment trusts can be used in citizenship-related transactions, including the possibility of using qualifying reports already prepared and published through KAP.

For investors considering Turkiye’s citizenship-by-investment route through real estate, understanding the updated valuation and documentation requirements remains an important part of preparing the transaction.
