Adults and children with expiring passports
Many countries and airlines require a passport to carry at least six months of validity beyond the intended travel date, so waiting until the final weeks before expiry can cause practical problems even before the document officially runs out. 
Holders of lost, damaged, or stolen passports 
A new application is required if a passport is lost, damaged, or stolen. The loss or damage must be reported and a police report obtained before a replacement application can proceed. A penalty fee of VT 50,000 applies in addition to the standard fee. 
Citizens with changes in personal details
A new passport is also needed if personal details have changed, such as a name change following marriage. Women who have married should include their marriage certificate with the application. 
Naturalized citizens upgrading documents 
Citizens who obtained Vanuatu nationality by investment or naturalization and hold older passport documents may need to apply for a current passport. The official page notes that naturalized citizens must provide a citizenship certificate and a copy of their passport from their country of origin as part of the application.

Normal Processing 
Processing times vary depending on the fee tier selected. Based on information from the Department of Immigration and Passport Services, standard processing takes up to 21 days, with faster options available at higher fee tiers.
Express Processing
Express processing is available in up to 14 days, and urgent processing in up to 3 days, at higher fee tiers.
Processing Through an Overseas Consulate
Applications submitted through a Vanuatu consulate abroad are handled locally and then transmitted to the Passport Office in Port Vila. This adds handling and transit time on top of the domestic processing period.

Replacement applications require a police report and carry a penalty fee of VT 50,000 in addition to the standard application fee. A new passport is only issued after the necessary review is completed.

Step-by-Step Vanuatu Passport Renewal Process

Check Your Passport's Expiry Date

Review your current passport well ahead of its expiry date. Given that many countries require a minimum of six months remaining validity for entry, it is worth starting the process earlier than the expiry date itself would suggest.

Obtain and Complete the Application Form

Get the official passport application form from the Department of Immigration and Passport Services in Port Vila, your nearest provincial immigration office, or a Vanuatu consulate abroad. Fill it out carefully and make sure all sections are complete.

Submit Your Application

Submit your completed application and supporting documents to the Department of Immigration and Passport Services in Port Vila, your nearest provincial office, or a Vanuatu consulate if you are applying from abroad. Biometric enrolment, including fingerprints and a live photograph, must be completed in person at an approved location.

Await Processing

Normal processing takes up to 21 days. Express processing is available in up to 1 day at an additional cost. If you applied through an overseas consulate, allow additional time for the passport to be processed in Vanuatu and returned to the mission.
